Highlights

香港公共財政結構性財赤問題迫在眉睫，政府近年全力推動創科發展，為香港尋求新經濟動力。短短數年間，香港創科氛圍持續提升，由2014年至今，已有超過10家獨角獸企業誕生。為鼓勵業界積極進行創科研發活動，香港政府推行多項舉措，一方面鼓勵企業在香港開設研發中心，以創造有市場潛力的專利，另一方面鼓勵企業在香港進行成果轉化，並開設智能生產線。在這次研討會，講者將分享現時香港政府對企業進行科研的財稅支持政策，包括各種稅務優惠﹑各種資助及配資計劃﹑科研人才薪金補貼等，並由商界的角度，點評上述政策。此外，香港賽馬會是全港最大的單一納稅機構及最大的慈善機構，講者亦會分享在經濟下行周期下，博彩稅在政府的公共財政擔任的角色。

Ms. Vicky Wong, Tax Director, China Resources Enterprise Limited
Vicky is currently the Tax Director of China Resources Enterprise Limited. She is responsible for supervising and implementing finance and tax planning of the group’s investment projects, treasury management, financial analysis, risk management and formulating the group’s tax and treasury policies. Her work also includes overseeing the finance and tax perspectives of the group’s investments in incubation programmes and R&D projects.

Before joining China Resources, she was a Senior Manager at PricewaterhouseCoopers and a Tax Assessor of the Hong Kong Inland Revenue Department. She has solid and all-round experience from the government, global consulting firm and enterprise.

Vicky is the Vice-President of the Hong Kong Business Accountants Association, the Board Supervisor of the Council for the Promotion of Guangdong-Hong Kong-Macao Cooperation and the Deputy Director of the Accounting Professional Committee. She is also the Vice Chairman of Hong Kong Industrial & Commercial Association – Youthlink. 

Vicky is enthusiastic about social affairs. She has accepted media invitations to share her views on the budget and government policies. She also serves as a Hospital Governing Committee Member of the Hospital Authority and an Advisory Committee Member of Lotteries Fund Advisory Committee of the Social Welfare Department to provide advice to the government.

Vicky holds a Bachelor of Laws Degree from the University of London. She also received a Bachelor of Business Administration and a Master of Art in Philosophy in the Chinese University of Hong Kong. 

Mr. Freddie Chung, Executive Manager, Programme Management Office, Hong Kong Jockey Club
Freddie Chung is the Executive Manager, Programme Management Office, Racing, of the Hong Kong Jockey Club. He reports to the Executive Director, Racing, and is responsible for managing strategic initiatives of the Racing Division encompassing budget, operating plan & KPI setting of the Division, management of strategic projects, racing data analytics as well as liaison with and support to equine organisations in the Mainland.  Before joining the HKJC, Freddie worked as a strategy management consultant for AT Kearney and Booz Allen Hamilton, and gained his professional accountancy experience in Arthur Andersen and KPMG. Freddie graduated with Bachelor of Economics from the University of Sydney. He further studied in Beijing and was awarded International MBA from the Joint Tsinghua University and Massachusetts Institute of Technology Programme. Freddie is a fellow member of the HKICPA, CAANZ and ICAEW. He is the Vice President & Secretary-General of the Hong Kong Business Accountants Association and a Committee Member for Professional Accountancy of the Council for the Promotion of Guangdong-Hong Kong-Macao Cooperation.

Being the proprietor and founder of Webster Ng & Co. and Managing Director of AC CPA Limited, Mr. Ng is a fellow Certified Public Accountant (Practising), Chartered Tax Adviser and currently be Independent Non-Executive Director of 2 listed companies in Hong Kong. Mr. Ng is the Sixth Election Committee (Accountancy) member (2021-2025), Advisory Committee Member of Accounting and Financial Reporting Council (AFRC), Vice-President of The Society of Chinese Accountants and Auditors (SCAA), Immediate Past President of the Taxation Institute of Hong Kong (TIHK), President of Hong Kong Institute of Accredited Accounting Technicians Limited (HKIAAT) and Director of Accountancy Caring Alliance Limited (ACA). Mr. Ng is member of Taxation Policy Committee of TIHK and has been awarded as Honorary Council member of the China Certified Tax Agents Association (CCTAA), Research Committee Member of China International Taxation Research Institute (CITRI) and Accounting Consultant of Department of Finance of Guangdong Province.

Mr. Ng served in various positions in accountancy sectors since 2012 including committee member of Examinations and Accreditation Committee of HKIAAT; CPA Qualifying Process Reform Working Group, Accountancy Manpower Research Advisory Group and Practice Review Committee of HKICPA, and currently as member of Small and Medium Practices Committee of HKICPA and SME committee member of The Association of Chartered Certified Accountants (ACCA), as well as member of Finance, Audit and Risk Committee, Medecins Sans Frontieres (HK) Limited.
